Pastoral and Canonical Innovations of Pastoralis Migratorum Cura

This paper examines the innovations of the new document, Pastoralis Migratorum Cura. Major areas of change include the shift in trends, volume, and characteristics of the migratory phenomenon; and the appearance of new structures and pastoral methods in the post-conciliar church. It also provides  new ideological commitments as well as practical suggestions from priests and bishops directly working with migrants. For example, the document provides a new definition of migrants: “all those who live outside their homeland or their own ethnic community and need special attention.”
