The Case for Legalization, Lessons from 1986 and Recommendations for the Future

The article argues that a legalization program will be required in the near future in the United States. It describes the increasing socio-economic gap between the nation’s native- and foreign-born persons (particularly the undocumented) and presents evidence that a program is necessary from various frameworks including that of immigrant families, laborers and national security. Finally it makes recommendations on how to craft a legalization program.
